The Tholian's as a species are extremely secretive. Whilst contact with the Tholian Assembly has been much greater then any such contact with the Breen, a similarly secretive species, Diplomatic relations exist, but are unstable. From these encounters and the various Starfleet contacts (good and bad) the make up the military organisation has been established.
