Starfleet is an organisation that developed to incorporate all the duties that once where separated by politics. Brought together as one system, one organisation run by one body, proceeded over by the people's elected President. That is the basis of Starfleet.

Within any Organisation, Order has to be kept. In doing so systems are incorporated to provide order, systems that produce a chain.. a link of individual's, with the most senior at the head of that chain, and the new, less experienced at the bottom..
